Red indicator light and no connection

Hello everyone
The problem is the following. When I connect the hailo8 via HAT+ PCIe to M.2 to Radxa rock 5c, the red light on the hailo8 lights up and nothing can be found using the “lspci” command.

If I connect another hailo8 in the same way, “lspci” will detect the co-processor.

This is most likely a hardware error. How can I detect and fix it?

I don’t think the hailo software has anything to do with it, because I connected another hailo and the system immediately saw it as a nn-core, but it doesn’t see this one under any circumstances

I also measured the voltage. There is no 3.3 volt voltage on the connected hailo, the maximum value is 0.03
