Hailo hat is connected, orange light on but is not recognized

I have check the connection and it is indeed connected properly (the side of the cable that have letter is on top)
I also have reinstall hailo-all multiple, but have no luck.
It was previously work, maybe 1 month ago, but I left it and only come back to continue recently.

That is usually a good sign.

You do not need the hailo-all package to confirm the PCIe connection. You should see the Hailo device when running lspci with a fresh install of Raspberry Pi OS. Can you confirm whether you installed the GPIO header between the Raspberry Pi and the AI HAT+?

My AI HAT works even if I rotate the cable.
